Reasons why victims do not report fraud

Although anti-fraud organizations and state agencies always encourage victims to report fraud, what is the reason why victims choose to stay silent? In the survey for Asia 2023 scam report, GASA and Gogolook conducted a survey on "reasons why victims do not report fraud" in 11 Asian countries. Preventing fraud cannot rely solely on governments, corporations or NGOs. The role of individual reporting, denunciation and mutual warning is equally important. GASA and Gogolook investigated the underlying causes of those who encountered scams but chose not to report them. The top three reasons identified were:

  • The reporting process is too complicated (14.4%)
  • Reporting doesn't make a difference anyway (14.0%)
  • Unsure about who to report to (11.9%)

These findings demonstrate widespread public dissatisfaction with existing enforcement mechanisms and capacities in various regions. Especially in an era where fraud is increasing and evolving rapidly, effective fraud prevention requires well-designed collaboration mechanisms and accelerated sharing of trends and information. Ultimately, the most effective approach is to integrate public efforts with government agencies to achieve maximum impact
