ChongLuaDao (CLD) is a social enterprise - with a cybersecurity initiative - established on December 27, 2020, with the mission of protecting Vietnamese users from online fraud, phishing, and other cyber threats.
The project was founded by cybersecurity expert Hieu Ngo (also known as Hieu PC), leveraging his technical expertise and long-standing commitment to public digital safety. CLD was created as a community-driven effort to rebuild trust in the digital environment and provide practical tools for users to stay safe online.
CLD operates at the intersection of cybersecurity and civic technology - offering free, open, and community-powered tools that help millions of users verify suspicious content, report harmful websites, and access real-time alerts. By combining machine learning with crowdsourced reports and expert validation, CLD provides a uniquely local, transparent, and accessible layer of digital protection for the Vietnamese internet.
Rather than acting as a traditional antivirus vendor or commercial cybersecurity firm, CLD focuses on democratizing access to security - especially for everyday users who lack the tools or knowledge to recognize scams. Our mission is not only to defend, but to empower a new generation of digital citizens to stay safe, think critically, and protect one another.
CHONG LUA DAO SOCIAL ENTERPRISE COMPANY LIMITED operates ChongLuaDao / Chống Lừa Đảo, a Vietnam-based public-interest anti-scam and cybersecurity initiative. The organization provides free tools, threat reporting, cybersecurity awareness, scam prevention, and community protection services.

December 2020
CLD was officially launched as a non-profit community initiative by cybersecurity expert Ngo Minh Hieu (Hieu PC) and a core team of Vietnamese security professionals.
February 2021
The project released its first browser extension on the Google Chrome Web Store, enabling users to detect and avoid scam websites in real time.
September 2021
CLD became a recognized data contributor to the Anti-Phishing Working Group (APWG), sharing threat intelligence with major global platforms such as Microsoft, Twitter, and Kaspersky.
November 2021
CLD was formally registered as a legal entity under the name "ChongLuaDao Social Enterprise Co., Ltd.", marking its transition from a grassroots initiative to a sustainable and professional organization.
August 2022
CLD launched an AI-powered chatbot on Telegram and introduced an online threat lookup tool, enabling users to instantly check suspicious links, messages, and images. CLD's Anti-Scam tool has been integrated into the Twitter (now X) platform.
November 2022
The organization expanded its protection infrastructure by integrating threat intelligence into Cloudflare, Facebook, and Google Safe Browsing.
December 2022
CLD was honored by the Ministry of Information and Communications as the Top 10 Outstanding Community Products within the Make in Vietnam 2022 initiative.
February 2023
CLD strengthened its international presence by forming new partnerships with Meta, FlashStart, NameCheap, and NextDNS.
April 2023
CLD partnered with the Global Anti-Scam Alliance (GASA), contributing data and insights to the Vietnam Scam Report 2023, the first time Vietnam was represented in a global anti-scam report.

CLD was officially recognized with the Nhan Tai Dat Viet Award 2023, one of Vietnam's most prestigious national technology honors.

CLD contributed research data for the first time to a regional report by the United Nations Office on Drugs and Crime (UNODC), reflecting the organization's role in supporting global efforts against cybercrime and human trafficking.
